European Convention
The European Convention takes place at a crucial time
for Europe's role in international cooperation and development.
The Convention deals with questions that will touch upon the very
heart of Europe's involvement as a global actor. One of the objectives
of the Convention is to increase the capacity of the European Union
in its external relations.
In concrete terms one of the central questions that will be addressed
is how the EU's foreign policy can be strengthened and how development
will relate to this in terms of the institutional set up of the
Union, the political provisions, policy objectives, and decision-making
procedures.
This redefinition of Europe's external role, how would it impact
on its development policy? How can the independence of its development
policy be maintained within the overarching objective to reach a
European external policy?
